Maybe in the water, the air bubble converts oxygen from the water outside just like it'd convert air from the outside in the air so the person inside can breathe and not suffocate? :D  It's a special filter bubble, menthol.

I'm going to rename the forum to Shivae Studios Forums eventually.  We'll see how many people make use of it before I begin expanding things.  With the link back where -I- see it, I tend to remember I have a forum. :D  :clue:

The complete inability to track the other comics was why I decided to make this drastic change. :D  Something happened, and the links vanished.. and uh.. it was a process that was very annoying to remember week to week. :(  Overall, the new site will take getting used to, but it IS better.

I'm going to have to think about this, because their phasing works by opening a doorway through the object, not mixing their molecules.  I suppose you could say it's a bubble of energy that displaces whatever they're passing through into another reality, as stated with the accessing inter-dimensional travel. :D  I do not believe they can breath underwater by phasing through it, they'd only be carrying their existing pocket of air with them.

I didn't realize that when I upgraded to Easel, I missed putting the forum links back up. 9.9  Actually, at this point, I didn't realize just how much of a mess has become.  I'm going to fix that this week. :D  By Friday, the new site should be ready.  It'll unfortunately break a ton of wiki links, but I will try to get everything transferred over that I can AND HAVE A VISIBLE FORUM LINK.

That's correct.  The wiki is right, because the plague ravaged the population that was tightly packed in the cities, starting with the poor in the worst conditions.  Those who had aerial means of escape, did.  Those who could STEAL transport, did, often manning ships far under capacity - and many city refugees joined Rama.

Mounties:  Magistrates are final decision makers and their decisions as well as all facts about each case are recorded and sent to their peers and the King for evaluation to keep them 'honest'.  Magistrates are WELL paid and highly honored.  Attempted bribery is punishable by public stoning.  They are appointed by the King upon suggestion from the Hall or townspeople they reside in.  It is unheard of a Magistrate coming from outside of a community.

Guilt is not presumed and neither is innocence.  Those accused of crimes are often held until they can come before the Magistrate.  Death sentences are very rare and usually carried out by stoning the offender off a steep cliff.

Wolves:  Wolves make use of courts, judges and juries for just about everything.  Everyone is NOT presumed innocent before trial.  If there are a number of witnesses and clear evidence of a crime being committed, the perp is considered guilty and must prove their innocence.

They avoid death penalties and usually use banishment to deal with the few severe offenders they get.

Fox:  They're over run with lawyers.  While they use judges and juries, corruption is rampant in the larger cities.  Small cities and towns actually have fairly competent and honest judges and lawyers who have likely tired of the larger cities and wanting to make a difference, seek distance from the corruption.  Most fox frown at the activities going on in the cities.  Judges are paid out of the King's treasury and not by local governments, thus all rulings dealing with the crown will always benefit it.

Death is a frequent penalty and there are few prisons and they are small.

Other cultures have a mixture of judiciary practices.
The rabbits are probably the worst, with all perps considered guilty until proven innocent.  They also deal out a lot of punishments for social situations which pretty much ALL of the other cyantian races do not do.
